Is it possible to use one segment of the ticket? I have purchased a Moscow-Minsk-Istanbul ticket and I would like to fly only from Minsk to Istanbul.

Is it possible to buy a ticket for children using the PROMO tariff with discount?

No, the discount for children and infants does not apply to the PROMO tariff.

The combination of the PROMO tariff brand with other available tariffs is allowed. At the same time, in the case of a combination of tariff brands, the rules of exchange/refund of the tariff brand "PROMO" apply to the entire ticket.
